      中国（华夏）纳税人协会联盟前身是北京市国际税收研究会办税人员分会，该分会于2004年11月20日在澳大利亚布里斯班市举办的，当时有40个国家52个纳税人组织组成的世界纳税人协会年会上，在得知台湾纳税人组织曾多次要求加入该组织的情势下毅然决定，以中国北京纳税人组织名义申请加入世界纳税人协会。

       The ChinaTaxpayers Union (Preparatory Committee) is formerly knownas the tax personnelbranch of Beijing International Taxation Research Institute.The branch, afterlearning that Taiwan's taxpayers' organization had repeatedlyasked to join theWTA, resolutely applied for admission to the WTA at its biennialconference,which was held in Brisbane, Australia on November 20, 2004 in thename ofBeijing Taxpayers Organization. At that time, the WTA is composed of 52taxpayerorganizations from 40 countries.

     2014年9月23日，因当时北京国际税收研究会改组，而由全国八省市（浙江、江苏、福建、新疆、山东、河南、辽宁、北京）的纳税人组织代表在北京开会一致决定：继续延续原北京市国际税收研究会办税人员分会在纳税人事业方面的各项工作，成立了中国纳税人协会（筹备委员会）联盟至今。

     OnSeptember 23, 2014, due to the restructuring of theBeijing International TaxationResearch Institute, representatives of taxpayers'organizations from altogether7 provinces and 1 municipality (Zhejiang, Jiangsu,Fujian, Xinjiang, Shandong,Henan, Liaoning and Beijing) convened a meeting inBeijing and unanimouslydecided that the work for taxpayers will be still in thecharge of the formertax personnel branch of the Beijing International TaxResearch Institute, and thereuponestablished the China taxpayers Union(Preparatory Committee), which exists sofar.

　　协会宗旨：遵守法律、法规和国家有关政策；坚持服务科学发展、共建和谐税收，推进依法治税；为会员提供专业服务，维护纳税人合法权益，提高纳税人的税法遵从度；发挥在税务机关和纳税人之间的桥梁纽带作用；引导会员为全面建设小康社会、加快推进社会主义现代化做出新的更大贡献。

      Objectivesof the China Taxpayers Union is to abide by laws,regulations and relevantnational policies; to adhere to developing servicesthrough science, jointlybuilding a harmonious taxation, and promoting taxadministration according tolaw; to provide professional services for members,safeguard the legitimaterights and interests of taxpayers, and improve the taxcompliance of taxpayers;to function as a bridge link between tax authoritiesand taxpayers; to guideall members to make even newer and greater contributionsto building a well-offsociety in an all-round way and thereby acceleratingsocialist modernization.
